MEMPHIS, TN (WMC) - Police arrested a teen accused of killing a man outside an IHOP restaurant on Sycamore View.

Sebastian Vaughn,16, was arrested and charged with second-degree murder after a man was found shot and killed inside a vehicle in the parking lot of IHOP on Monday.

MPD identified the victim as 35-year-old Marlo Williams.

The graphic photo is believed to have been sent via the app Snapchat to a number of friends following the murder. The photo is of the murder victim after he was killed.

The father of one recipient said the photo came from Vaughn. The Snapchat message that accompanied the photo said "I just killed a Mfer 10 minutes ago."

"To kill someone is bad enough, but then to do it, brag about it? That's just too callous," Memphian Opal Washington said.

Others are saying the Snapchat photo is just another reason social media needs to be regulated.

Police will not confirm if the Snapchat helped lead to Vaughn's arrest or if it is part of the investigation. However, the father of one teenager who received the Snapchat said he and his son shared it with homicide detectives earlier in the day.

He said, "This is the most bizarre thing I've ever seen. How stupid, cold blooded, and couldn't be more damning for the killer."

Police still do not know when the shooting occurred. Vaughn remains locked up at juvenile court, without access to the cellphone he may have used to send the gruesome Snapchat picture.
