GIBSON COUNTY, TN (WMC) - A disturbing picture from Gibson County is under investigation.

Investigators said the little girl in the picture is not hurt, but her 16-year-old brother was arrested for hogtying her with duct tape. The boy could be facing charges.

Gibson County Sheriff's Office said the boy is currently in his mother's custody, but they are working with Department of Children's Services and the District Attorney to possibly file charges against the boy.

"The child's not injured. She's OK. She's two and a half years old," Gibson County Sheriff Paul Thomas said. "It disgusts me. It angers me, but sadly, I'm not surprised. I've been doing this long enough now that I see stuff like that and it doesn't even shock me anymore. People seems like everyday stoop to new levels in their disregard for humanity. It angers me as a sheriff and a dad."

Thomas said he got the call on Sunday night about the photo and immediately sent investigators to visit the family.

"Oh, that's horrible. Something needs to be done about that, though," neighbor Teresa Wardlow said.

The post by the 16-year-old boy to his older girlfriend was shared and quickly went viral. However, in spite of many getting angry over the post, some said all possibilities needed to be considered.

"If her brother did it, maybe he was just playing," neighbor Terris Brooks said. "Talk to him. But I don't think it's nothing for everybody to get in an uproar over. They're just children."

Brooks said they were both kids and siblings messing with each other.

However, many remained upset and bothered over the entire incident.

"No, you don't do that. That's not playing right there. That's too serious," Wardlow said. "He needs to be taught a lesson, but that's kind of bad right there, now."

"I think he should be held totally responsible. I mean, this is horrific," one neighbor said.

Sheriff Thomas said the picture shows there's something wrong with this 16-year-old brother, and no matter what, something needs to be done.

"We just need to fix it before something else happens," Thomas said.
