Mayor-elect Strickland unveils new administration

MEMPHIS, TN (WMC) - It's no secret that WMC Action News 5's Ursula Madden will soon join Memphis Mayor-elect Jim Strickland's administration. Hours after Ursula announced her new opportunity. Strickland announced the rest of the people who will report directly to him during his tenure as mayor.

"A major contributor to my success as mayor will be the leadership team that supports my administration," Strickland said in a written statement on Monday. "With the wealth of experience and knowledge that my new leadership team has, I feel certain that Memphis will rise to new heights during my tenure."

Madden was one of six that were hand-picked by Strickland.

"We want to raise the level of the communications department, and really make it a cabinet level position," Strickland said.

Toney Armstrong joined Memphis Police Department in 1989. He was named Memphis Police Director in 2011 after rising through the ranks. In 1997, he was promoted to Sergeant and in 2000, he was promoted to Lieutenant. He has served as supervisor of the homicide bureau and later became bureau commander for homicide, felony, assault, missing persons, and Crime Stoppers.

Brian Collins is currently Director of Finance and Administration for City of Memphis. He spent more than 20 years in banking before joining City of Memphis. Prior to his career in finance, Collins was an attorney specializing in commercial litigation. He is also a former adjunct professor at University of Memphis.

Ursula Madden most recently served as the co-anchor for WMC Action News 5 at 10 p.m. She serves on the Board of Trustees for The Church Health Center and St. Mary's Episcopal Church for Girls. She also lends her support to The Women's Foundation of Greater Memphis and delivers meals for MIFA's Meals on Wheels program.

Douglas A. McGowen serves as the director for Innovation Delivery Team and Office of Performance Management for City of Memphis. He also serves on the Memphis Sexual Assault Task Force. Prior to working for City of Memphis, McGowen served as a Naval Officer for 26 years. He deployed overseas several times and participated in combat operations during Operation Desert Shield, Operation Desert Storm, Operation Southern Watch, and Operation Enduring Freedom.

Bruce A. McMullen is a shareholder of Baker Donelson in Memphis. His focus is in health care litigation, municipal law, tort liability, commercial litigation, and class action defense. He has extensive experience in the areas of insurance coverage and bad faith actions, medical malpractice defense, municipal law defense, and premises liability defense.

Alexandria Smith is a SHRM-Senior Certified Professional, who most recently served as director of human resources for Brightstar Device Protection. Prior to that, she served in HR management roles at Target Corporate and Microsoft Corporation.

"We looked at their resumes, we called their references and feel confident we got top quality people," Strickland said.

The team will begin their new roles January 1.
