MCS board member related to Frayser murder victim

MEMPHIS, TN (WMC-TV) - A woman cried uncontrollably after seeing the body of 23-year-old Arthur Simmons still in his car and covered by a sheet on Hawkins Mill Road in Frayser.

Simmons was shot up to nine times around 3:00 Friday afternoon.

"Oh my God," said Memphis city school board member Sharon Webb.

Simmons was Webb's great nephew.

"So, you all pray for my family," said Webb.

Webb described the reaction of her niece, who is the victim's mother.

"It's like she's not getting it," said Webb.  "She say he's not dead."

Police said Simmons was shot while backing his car out of a driveway by what may have been more than one gunman.

"Car went out of control," said Major Cornell Dye, "backed up and hit the curb."

Police thought a second victim may have stumbled at a wooded area right next to the shooting scene.  They searched using a helicopter but never located a suspect. 

Police later said a man in the car with Simmons may have been responsible for another shooting.

"That's why I have a cause and do what I do," said Commissioner Webb.  "Because we have to help them, have to get them hope."

Webb joined other family members who waited to receive any news from police.

Police are looking for a suspect wearing "all black clothing."
