Body cam footage of South Memphis officer-involved shooting exists, Director Rallings says

MEMPHIS, TN (WMC) - Memphis Police Director Mike Rallings said there is body camera footage of the police shooting from Monday night.

“The primary officer did not have his body camera activated. But other officers did have their body camera activated,” he said. “I just ask that everyone remain calm, let us do what we’re charged to do and I promise we’re working with the TBI, working with the DA’s office, and we will determine the facts and the facts will be presented.”

Rallings wants to make one thing very clear--officers' body cameras did capture the shooting that put 25-year-old Martavious Banks in the hospital.

Banks’ mother is working with a Memphis activist group in seeking accountability for officers.

“With every energy in my body, I’m going to fight this, I’m going to fight it,” Janice Banks, Martavious' mother, said.

Rise Up Memphis is calling for the names of the officers responsible for shooting Banks to be released.

Banks, 25, was shot by police Monday after a traffic stop.

Three officers are off duty after the primary officers shut the body camera off.

“I tell you today, we’re here as the community to say we’re not going to take that anymore,” community activist Pamela Moses said.

Lawmakers have requested Tennessee Bureau of Investigation to investigate all officer-involved shootings, not just fatal ones as policy calls for now.

Rise Up Memphis wants to take it further. They want the FBI to investigate Banks' case. They are demanding accountability and said the officers should face criminal charges.

They also said they want Memphis Police Department to clean house, and get rid of “dirty cops.”

“So the question is this for Director Rallings, you know they violated, what are you waiting on?” local activist Steven Bradley said.

Rallings spoke exclusively with WMC Action News 5 and reiterated that his team is cooperating with TBI to understand what happened Monday nigh before and after Banks was shot.

“We want to make sure that the public trusts that law enforcement shooting is very serious and that we’re going to fully investigate that,” he said. “I think it’s important for the citizens to know that I reached out to the District Attorney General, reached out to TBI, I requested that they come in and conduct the investigation.”

The body camera videos are now a part of TBI’s investigation into the shooting.

Protesters took to the streets Wednesday night in light of Banks' shooting. Six people were arrested for disorderly conduct after police said they were blocking the road.

Banks remains in critical condition.

“That’s my child. I’m fighting for him. My son’s laid up in the hospital can’t do nothing for himself--nothing,” Janice Banks said.

Activists at Thursday’s news conference claimed Banks was shot with an AR-15. Director Rallings said he was unaware of an AR-15 being used that night.
